SB 721 Balcony & Exterior Elevated Element Inspections.

Hodges Construction provides professional SB 721 inspections in full compliance with California law, helping property owners, HOAs, and multi-family buildings meet mandatory safety requirements for balconies, decks, stairways, walkways, and other Exterior Elevated Elements (EEEs). These inspections are required for qualifying buildings with three or more multi-family dwelling units and must be completed within the state-mandated timelines to ensure occupant safety and reduce liability.

What SB 721 Requires

SB 721 mandates periodic inspections of load-bearing exterior elevated elements that are exposed to weather and supported in whole or in part by wood or wood-based products. The purpose of the law is to identify dry rot, water intrusion, structural deterioration, and other hidden safety hazards before they become dangerous or catastrophic failures.

Licensed Inspections by a General Contractor

Hodges Construction performs SB 721 inspections using their California B General Contractor license, which authorizes them to legally inspect, evaluate, and report on structural and waterproofing conditions of exterior elevated elements. Inspections include both visual assessments and invasive testing when required by law, ensuring a complete and defensible evaluation of the structure.

Comprehensive Inspection Process

Each SB 721 inspection by Hodges Construction includes:

Review of building conditions and applicable exterior elevated elements

Visual inspection of surfaces, finishes, and structural components

Moisture intrusion assessment and identification of water damage

Invasive testing where necessary to evaluate concealed framing

Classification of elements as safe, in need of maintenance, or requiring repair

Clear determination of compliance or non-compliance with SB 721 standards

Clear, Compliant Reporting

Hodges Construction provides detailed SB 721 inspection reports that meet statutory requirements and are suitable for submission to building officials, HOAs, and property records. Reports clearly outline findings, safety classifications, recommended corrective actions, and required timelines for repairs if deficiencies are found.

Repair Coordination & Project Execution

When repairs are required, Hodges Construction is uniquely qualified to both identify the problem and perform the corrective work under the same general contractor license. This eliminates handoffs, reduces delays, and ensures repairs are completed correctly, permitted properly, and inspected to code. All repair work can be managed from start to finish, providing a single point of accountability.

Protecting Property, People, and Liability

By completing SB 721 inspections with Hodges Construction, property owners and HOAs gain peace of mind knowing their buildings are safer, legally compliant, and professionally evaluated. Early detection of issues helps prevent costly emergency repairs, protects residents and visitors, and significantly reduces long-term liability exposure.
